Department setup put on hold for now

YOUNGSTOWN Mayor Jay Williams' plan to establish a city human resource department is going to have to wait.
Williams sponsored legislation at Wednesday's council meeting to transfer six positions from the Civil Service Commission's office to create the human resource department and establish the job of human resource director.
But just before council's meeting, its finance committee members met and said they wanted the full legislative body to have more time to look at Williams' proposal.
The delay isn't a problem, Williams said, because he doesn't plan to create the human resource department until September. Council's next scheduled meeting is Aug. 22.
Williams has discussed the creation of a human resource department for the city for well over a year.
The department would be a centralized location for all city employment issues such as hiring, firing, discipline of workers and resignations as well as overseeing the administration of the CSC, Williams said.
The human resource director would receive $66,707 in annual salary.
Water tank deal
Council did approve legislation Wednesday allowing the board of control to sign an agreement with Mahoning County to lease property in Boardman for a proposed 1.5-million-gallon water tank.
The city wants to build the tank on Erskine Avenue to replace two 500,000-gallon tanks, one on Erskine and the other on Indianola Avenue on the city's South Side.
The larger tank would permit the city to store more water in that area as well as provide better water pressure to its customers there, said city Water Commissioner John Casciano.
The tank would cost about $3 million. The city has a $1.17 million zero-percent state loan for the project, with the city seeking the rest of the money from an Ohio Water Development Association low-interest loan.
