Recovery plan approved

NEW CASTLE, Pa. — City council has approved a financial recovery plan under the state's Act 47. Eckert Seamans Cherin & Mellott of Pittsburgh and Public Financial Management of Philadelphia, two firms appointed to serve as state coordinator for the recovery effort, submitted the plan to the city earlier this year. The state had advised the local lawmakers that the city faces a $5.2 million deficit for this year and that they likely would run out of money to operate the city within a matter of weeks. The coordinator has made several recommendations designed to save the city money including freezing police wages and converting the fire department from a full-time to a combined full-time and part-time department. Also recommended is switching to a council-manager form of government. The city now has a mayor-council form of government that has been in place since 1968. The state declared the city financially distressed earlier this year under Pennsylvania Act 47, and then appointed the coordinator. The coordinator is responsible for developing a financial recovery plan for the city.

Police seek peeper

GIRARD — Police are looking for a man believed to have peeped through the window of a teenage girl early Friday. According to police, a Joan Avenue man went outside to walk his dog at 12:49 a.m. and noticed a step stool positioned under his 16-year-old daughter's bedroom window. The homeowner also saw a man standing a short distance from the stool. The man ran off through backyards. Police later followed his footprints until they disappeared on Liberty Street.
