Local man is back in custody



A police officer reported seeing the man with a woman and child.

YOUNGSTOWN — A Boardman man whose arrest on child pornography charges almost three years ago drew considerable attention in Girard and Boardman has been ordered jailed pending a probation revocation hearing.

Jon Scott Bloyer, 46, of Sigle Lane, was arrested recently by a probation officer after he allegedly violated terms of his probation by attending a local festival with a woman and her child and possessing stuffed animals and sexually explicit materials.

Bloyer came to the authorities' attention in summer 2003 after he forgot to sign off a Girard Free Library computer when he was finished, and the next customer found child pornography on a Web page that showed Bloyer's name, police said.

In August 2003, Bloyer was charged in Trumbull County after he was accused of copying child pornography on the library computer. At that time, he also was charged in Boardman after police there said they found seven explicit pictures involving sexual conduct with minors in a search of his home.

Bloyer, who then had no prior criminal background, had been a football coach for the Boardman Little Spartans during the 1990s and had been a volunteer public address system announcer for the program for two years before his arrest.

After Bloyer's 2003 arrest, Little Spartans President Dave Matz assured concerned parents that Bloyer's photo would be prominently posted near the practice fields; that a restraining order would be obtained to keep Bloyer away from all Little Spartans games, practices and events; and that background checks would be instituted for program volunteers.

Sentencings

In February 2004, Judge Andew Logan of Trumbull County Common Pleas Court sentenced Bloyer to a year in prison after Bloyer was convicted of two charges of attempted pandering obscenity involving a minor.

In April of that year, after Bloyer pleaded guilty to two counts of pandering obscenity involving a minor, Judge James C. Evans of Mahoning County Common Pleas Court sentenced him to an additional year in prison to be served after completion of the Trumbull County sentence.

Judge Evans said he made the sentences consecutive because he believed Bloyer would likely offend again.

But, in May 2005, Judge Evans released Bloyer from prison and put him on five years' probation after the 7th District Court of Appeals reversed the consecutive sentence he had imposed. Judge Evans said then that any probation violation would result in imposition of a two-year prison sentence.

The appellate judges ruled that Judge Evans erred in imposing a consecutive sentence because he didn't mention at the 2004 sentencing hearing whether consecutive sentences were "proportionate to the seriousness of the offender's conduct."

Reported violation

A parole officer arrested Bloyer on July 18 at his residence after a police officer reported seeing Bloyer with a woman and minor child in violation of the terms of his probation at a festival in Lowellville on July 15.

After a July 20 probable cause hearing, Judge Evans ordered Bloyer held without bond in Mahoning County jail until the probation violation hearing in his court at 9 a.m. Aug. 18.

A search of Bloyer's residence after his recent arrest revealed sexually explicit photographs of young women and sexually explicit letters, and stuffed animals were found in his bedroom and car, the parole officer said in a court document.

Under terms of his probation, Bloyer was forbidden to have contact with children and forbidden to form a relationship with anyone with custody of children unless he had permission from his parole officer.

He also was forbidden to possess children's clothing, toys or games without his parole officer's permission and barred from possessing sexually explicit material.
