Demolition of plaza nears completion
Plaza demolition was held up by demolition of some other properties for the city.
WARREN Demolition of the former Parkman Road Shopping Center near Parkman and North Leavitt roads is close to completion, despite one remaining legal hurdle.
Warren building inspector Chris Taneyhill said Richard Boccia Construction Inc. of Niles has taken down nearly all of the concrete block and roof of the former Ames Department Store.
Taneyhill said remaining work involves taking out 144,000 square feet of concrete flooring, removing the main sign near Parkman Road and removing parking lot poles. The area then will be graded and seeded with grass.
Though it appeared that legal action may have stopped the demolition late last month, Taneyhill said the delay was actually the result of Boccia having home demolitions to complete for the city before it could complete work on the plaza.
Taneyhill said the city returns to Trumbull County Common Pleas Court on March 6 for a hearing in regard to a ruling last month by the 11th District Court of Appeals.
That court upheld most of Common Pleas Judge John M. Stuard's June 2006 ruling that said the plaza owners owed Boccia $78,986 for the demolition work it had done in 2004. But it said Judge Stuard erred in holding Warren Atty. Donald L. Guarnieri personally liable for the demolition costs. The court said the court record showed no proof that Guarnieri is a shareholder, officer, or director of the owner, Parkhurst Mall Corp.
Taneyhill said he doesn't believe that issue will cause any delay in Boccia's work. The city will pay Boccia for its work and bill Parkhurst, Taneyhill said.
Taneyhill declared the building a safety hazard in January 2003 and ordered it demolished.
