ACT 47 Distressed communities
The following communities have been declared financially distressed by Pennsylvania. Included are the dates they were given the designation. Also below is a list of communities which were financially distressed, but have since left the program:

City of Aliquippa, Beaver County: Dec. 22, 1987.
City of Clairton, Allegheny County: Jan. 19, 1988.
Borough of Braddock, Allegheny County: June 15, 1988.
Borough of Franklin, Cambria County: July 26, 1988.
Borough of Rankin, Allegheny County: Jan. 9, 1989.
City of Duquesne, Allegheny County: June 20, 1991.
City of Scranton, Lackawanna County: Jan. 10, 1992.
(Under sanction effective 1/1/99; sanctions rescinded 11/22/02)
City of Johnstown, Cambria County: Aug. 21, 1992.
Borough of Millbourne, Delaware County: Jan. 7, 1993.
Borough of Homestead, Allegheny County: March 22, 1993.
City of Chester, Delaware County: April 6, 1995.
Borough of Greenville, Mercer County: May 8, 2002.
Borough of West Hazleton, Luzerne County: March 27, 2003.
City of Pittsburgh, Allegheny County: Dec. 29, 2003.
Township of Plymouth, Luzerne County: July 27, 2004.
City of Nanticoke, Luzerne County: May 26, 2006.
Borough of Shenandoah, Schuylkill County: Designated 5/20/88; rescinded 4/16/93.
Borough of Ambridge, Beaver County: Designated 4/10/90; rescinded 4/16/93.
Borough of Wilkinsburg, Allegheny County: Designated 1/19/88; rescinded 11/10/98.
Borough of East Pittsburgh, Allegheny County: Designated 11/13/92; rescinded 12/27/99.
Borough of North Braddock, Allegheny County: Designated 5/22/95; rescinded 4/11/03.
